I recommend going to a skating shop that specializes in figure skating. Yes, it will likely cost more, but you'll get a proper fit and a proper skate. Some skating shops sell used skates directly or on consignment and these can be a good cost-saving option. Used skates are fine as long as the blade is in good shape and the boot isn't too broken in.

The reality is that many young kids take a very long time to break in a leather boot, so a used skate could help them adjust to new skates quicker. And if your daughter is like one of my my daughters, she's going to beat the snot out of them and they're going to look like hell in a couple of months anyway. Used skates that are in good shape may be a good choice.
